M.Tech IT from KSOU

M.Tech IT program offered by Karnataka state open university is not AICTE approved. This course is yet not started in the university itself.
Course offered from Study centers only.
If you want to take only degree with no use in future then go for this.
No matter is available on the university site.

  6. MTech(IT) is approved by UGC and this course has offered by KSOU and KSOU is Member University of DEC so, how we can say this is fake degree.
    For Distance Education only DEC approval to be required not for AICTE

  7. If anyone is facing problem regarding this statement then plz ask with any PHD holder, they will guide you.
    You will not be able to do PHD after this KSOU degree.
    One more thing, Corespondence M.Tech is not valid for any type of Govt lecturer job. You can better check the AICTE site for this statement.

  13. I have done M.Sc.(IT) from KSOU. I am working in Govt. of India organization and just becoz of this degree I got promotion(Sr. Staff Scientist) in my job. So this post is a scrap....

    Is IGNOU(Indira Gandhi National Open University)? answer is NO...

    because distance degree doesn't need any AICTE degree..DEC(Distance Education Council) has approved this Degree ...

    So from my experience I will say this degree is NOT fake or doesn't have any value...

    Here it is not mentioned about the M.Tech course at all.By Observing Home page it seems they are updating the site regularly only, but why they did not mentioned about M.Tech(IT) course in this site.I also observed KSOU conducting M.Tech with collaboration from Virtual Education Trust(VET).

    What is this VET first of all? In VET they say they are offering M.Tech,Collaborator of KSOU. I have not understood this Collaboration concept.
    What kind of approval is given or required by DEC for this collaboration?
    How do we verifty that DEC has approved for KSOU to conduct M.Tech(IT) in collaboration with VET.
    Why M.Tech(IT) not mentioned in course list of KSOU website is a big question for me.
    I request KSOU,VET and DEC to comment on this.

    1. stop saying rubbish.. for colleges AICTE approval is required and it is not required for a university. the certificate is valid everywhere in the Govt. Organisations i don't know about Pvt. Sectors. And it is possible to do PhD after this course.

    I want to clear all ur doubts.After contacting to UGC and AICTE it is must required for all the universities to get approval from DEC.

    For all the professional courses whether it is regular,part time or distance mode approval is required from competent authority like

    Technical courses - AICTE
    Medical - Medical council of India
    Dental - Dental council of India etc

    DEC only gives the approval to universities to run the programme through distance mode.But concerned universities shold get the approval from appropriate councils.

    So M.Tech run by the AICTE does not have any value.For knowledge sake and in private sector u can use this degree

    FACT - The All India Council for Technical Education, New Delhi or AICTE does not approve of distance learning courses.

    Let alone Engineering, if we were to go by Sheetalkumar's assertion, then all the MBA programs pursued in the Distance Education mode would be worthless. Are all correspndence MBA degree holders jobless?

    FACT - The UGC mandates equal employment opportunities for both regular and correspondence degree holders.

    FACT - The DEC functions under the UGC and is independent of the AICTE. It is the DEC's job to regulate Distance Education programmes, while it is the AICTE's job to regulate full-time technical programmes such as in Engineering, Technology, Pharmacy, Management etc. as covered by the provisions of the AICTE Act, 1987.

    sasa and shaan, please do not stoop to the lvel of spread such baseless rumours without ascertaining the facts firsthand.

    The M.Tech in Information Technology is NOT a course that is directly offered by Karnataka State Open University, Mysore. It is a program run in collaboration with a Partner Institution, in this case, Virtual Education Trust, New Delhi.

    And therefore, information regarding the M.Tech(IT) programme will not be found on the 'Courses' page, the link to which Hemu has been kind enough to provide.   24. i m working as lecturer in one of the NIT and my friend is doing the Mtech I.T from KSOP ..the first question that arise is not that it is approved or not... the question is that how a person can complete Mtech in just two years and that it in distance education... will they be comparable to that one who do the regular Mtech.. NO... and also Aicte allow to do Mtech but any university is not allowed to do this in distance education .. so in my point of view it is fake..may be some private colleges can provide u appointment do to reason that they dont find regular stuff. but once they find...u will be out...so be safe...

    Each and every programme running in distance education mode by any university run in association with collaborative institution like Sikkim Manipal University with Manipal Universal Learning, Annamali University with Bharti Resources, Global Open Univesity with Apex etc.

    M.Tech(IT) degree awarded by Karnataka State Open University not by VET.

    Every programme running in distance education mode does not require AICTE approval it requires only UGC & DEC approval. Decision is already posted by AICTE in different new paper regularly.

    If anyone have doubt in program please ask your query to AICTE,UGC,DEC before taking any decision. You can get information by respective person under RTI act within a week.

  28. Amit who claims to be a lecturer at one of the NITs seems to be absolutely unaware of the provisions of the AICTE Act, 1987.

    AICTE is not just the approval body for full-time courses in Engineering, but also other technical courses like MBA, MCA, Hotel Management and Pharmacy.

    If we were to go by Amit's logic, does that mean all the distance education MBA courses run by almost all the universities in India are invalid?

    Amit, let alone NIT, are you really an engineering college lecturer in the first place? Are you so really so unaware of the fact that the M.Tech program is only of two years duration, irrespective of the mode of delivery?

    To answer your question-the same way people work and study simultaneously and get other technical degrees such as the Master of Business Administration.

    If only AICTE approved courses are valid, according to your misinformed opinion, then the B.Tech courses offered at the Indian Institutes of technology must too be invalid as they are not approved by the All India Council for Technical Education, New Delhi.

    i have no doubt that karnataka open university is fine as its approved by ugc, but here the discussion is about the m.tech course.. first i want to say m.tech is a technical course, so it must be approved by the aicte (and the university which is providing should be approved by the ugc) here the problem is that university is approved but the course is not approved... because approving technical degree doesnt come under the university decision. all university which are providing the technical courses like GGS IP university, UP tech univ., etc etc are approved by ugc and their b.tech, m.tech mca mba are approved by aicte.
    even IGNOU's mca and mba are approved by the aicte (even they are distance programs)
    now the people says that it means all the correspondance degree which are not approved by the aicte are useless.. technical one can say 'yes' because they are not approved by aicte...
    but if the course is approved by aicte.. they are good for govt job. like IIM providing pgdm ( not MBA), their pgdc is approved by aicte and not by ugc.. and everyone know that they are good enough for govt job.
    so plz dnt waste your money and time if you are looking for ph.d or govt job.. dnt join m.tech from ksou if u want to be in govt job or want to do ph.d

      Even one of my friends got a promotion in his own company after completing the course.
      I don't understand the point of calling it a fake, when companies consider it valid & you a get a job/promotion after completing the degree

  31. I am a Student of MTech IT 1st Sem. I have read in newspaper (Indian express) that Recently govt issued a order reagarding BTech,MTech by distance education.The order is, no university can offer the above mentioned courses under distance mode. KSOU is a recognised university. After knowing the goverment ban on distance BTech, MTech Still they are offering the MTech(IT). Another thing though
    I read the news in newspaper but unable to find any notice regarding the above ban in MHRD website. If goverment is imposing ban on any subject or course they should publicly notice this.
    So I am very much confuse about that, I should continue the course or not. Can any body give a clear idea or advice to me. Please help.

    Then all the B.Tech Engineering degrees awarded by the Indian Institutes of Technology too must be fake, since they are not approved by the All India Council for Technical Education (AICTE), New Delhi.

    Going by that scale of reasoning, does that mean that UP Technical University is better than the IITs? Get real..

Supreme Court has ruled in the famous Bharathidasan University versus AICTE case that it is not obligatory for a university, created under an Act of a competent legislature, to seek and secure prior approval of the All India Council for Technical Education (AICTE) to start a department for imparting a course or programme in technical education or a technical institution as an adjunct to the university itself to conduct technical courses of its choice and selection.

    First of all, the IIMs do not provide any 'pgdm' or 'pgdc', as you claim; nor have they ever done so in the past. What they offer is a Post Graduate Program in Management, abbreviated as PGP and not some Diploma. The reason why they do not award degrees is because the IIMs do not have University status and therefore are not legally authorised to award degrees.

    Secondly, please provide the link to atleast one Government job that states the educational requirement as 'Post Graduate Diploma in Management'. What Government jobs ask for is MBA or equivalent, atleast for managerial positions. Not every PGDM/PGDBA is equivalent to an MBA. It is equivalent to an MBA only if it is recognised by the Association of Indian Universities(AIU) as equivalent to an MBA, something which is seen only in the top B-schools in the country. What I'm trying to say is, mere AICTE approval of your course alone will not render you eligible for Government jobs.

  34. My point is that what is 'Virtual Education Trust' doing between DEC and Karnataka State open University. Their are many University like MDU,SMU and PTU provided Distance Education, they provide all the information in their own website, not only but the study center.
    I am trying to do M.Tech (IT) from KSOU, when i call and talk with Registrar of KSOU then he told me that i can get the information from VET New Delhi and M.Tech(IT) program is running from their side also.

    Every one should be positive in life.Here if the course is not approved by AICTE, then what is the meaning of your statement?


    Toby commented that AICTE does not recognise any distance education courses.If so then why AICTE has given approval to MBA course run by IGNOU? MBA course run by IGNOU is not regular, it is distance learning course.

    So all the degree holders can put M.Tech.after their name for name sake but I am sure nobody will give you job or promotion in Govt sector.

    If you go to any private industry,they can give you better job,promotion, salaries because for them M.Tech. is just qulification and not going to enquire much about its recognition. Because private sectors (most of the companies are software services like Infy,TCS,Satyam) extract maximum output from you because of tight schedules of delivarables committed to customers.
    They dont have time to do all such things because you are going to do job upto life long.Within 3 to 4 years you may leave the company and join some other company.

    So M.Tech. is not valid degree.

    If you have sufficient evidence, prove it no body stops you.

    That is the reason why IGNOU's MBA programme has been approved by the AICTE. There is no point in comparing programmes that AICTE approves to programmes that AICTE does not have a policy of approving.

    This has been pointed out in many journalism schools as how to misquote people.

    Consider this example

    The Minister remarked, "To the best of my knowledge, he is not a corrupt officer"

    becomes
    The Minister remarked, "To the best of my knowledge, he is..a corrupt officer"

    See how misleading it can become?

    Unfortunately, that is what sksheetal has attempted to do.

    This is exactly what is termed as taking words out of context.

    If you read the full statement, which is

    It says 'wherever necessary by All India Council for Technical Education (AICTE), New Delhi'

    AICTE says that it is not their policy to recognise distance education programs in Engineering and Technology as given by the first sentence of the second paragraph in the aforesaid advertisement. Then by what means do you say it is necessary/required to get promotions in the 'Government sector'(which is again a misleading term) when the advertisement specifically says so otherwise?

    Here is why the term 'Government sector' in your post is misleading. One could argue that since the advertisement mentions only Central Government institutions, it does not apply to State Government institutions. Rightfully said. It is upto State Governments whether or not to accept such distance education qualifications. That is a matter of State Government policy. You should have been more clear here, in your posting.

    I think you have not go through the complete list of unapproval college/university names.

    some of the technical courses ie B.Tech,MCA,MBA run by Sikkim Manipal Univeristy and ICFAI are not approved.

    No where it is mentioned that these universities are not valid. All the degrees awarded by these varsities are valid except some technical courses which really requires AICTE approval.

    I think u have not understood my comment,all courses offered by SMU and ICFAI are not valid which requires AICTE approval.General degree courses which do not require AICTE approval are valid because SMU and ICFAI are approved by both UGC and DEC:

    Why you are thinking that present time only these three degrees have velues.These univeristies are not established to run only technical courses like MBA,MCA or M.Tech. but also courses in arts,science,commerce and others stream.Students who opt for BA;BCOM;Msc and other general degree courses will get benefit from these univeristies.

    Even after completion of these general degrees which are not technical they may go for higher studies,can do govt jobs,can write compititive exams like IAS;IPS etc,can do call centres jobs.

It is responsible of promotion, qualitative improvement and proper maintenance of norms and standards in the technical education system and for matters connected therewith.

    The ‘technical education’ as defined under AICTE Act 1987, includes programme of education, research and training, engineering, technology, architecture, town planning, management, pharmacy and applied arts & crafts.

    The technical education system in the country, at present, offers technical education programs through conventional face to face and distance mode of education. The distance mode of education includes delivery of courses through correspondence i.e., reading material management course by electronic or other modes like on line education etc. The maintenance of standards of technical education imparted through distance mode has two aspects. One is the delivery mechanism the courses/programmes (through distance mode) and the other is quality and relevance of the contents of the course. The first aspect i.e., delivery of the courses/programmes (through distance mode) is taken care by the Distance Education Council (DEC) Statutory Authority of Indira Gandhi National Open University (IGNOU), which is mandated by Parliament for promotion and development of distance education systems in the country and determination of the standards therein. As regards quality and relevance of the courses/programmes in technical education, it is for AICTE to regulate and maintain it.

    Further, Government of India, as an employer, had clarified its position with regard to the recognition of the qualifications earned through distance mode vide Gazette Notification No. 44 dated 1st March 1995 which inter-alia, states that only such qualifications earned through distance mode, which are approved by DEC and wherever necessary, by AICTE, are recognized for the purpose of employment under Central Government. A number of Government organizations and State Governments have adopted this parameter for recognizing the qualification acquired through the distance mode for employment under them. Giving consideration to the Government of India’s position clarified through Gazette Notification mentioned above as also to discharge its duties in respect of determination and maintenance of the standards of technical education, AICTE enunciates the following policy in respect of technical education through distance mode.
    The programmes, conducted through distance mode, leading to MBA and MCA degrees shall only be recognized by AICTE.

    The University, institutions offering MBA and MCA programme through distance mode shall have the infrastructure as prescribed by AICTE, for MBA & MCA programmes.

    Institutions/Universities shall prescribe course material, for complete MBA and MCA programmes through distance mode, which should be equivalent to at least 1500 hours of classroom teaching. The student enrolled for these programmes shall successfully complete the said course work before award of degree. However, the students shall be allowed to complete this course work in flexible mode.

    There shall be mandatory internship of six months for both these programmes.

  50. AICTE Approval based on some Guidelines, if Universities full fill the terms & conditions, then MBA, MCA or other technical Education are approved by AICTE.
    Not only MBA,MCA are technical education, Sikkim Manipal and other university given degree in MSC(IT/CS) also, these all are technical educational and come in these guidelines.

    Let us see why.

    Let us just take a closer look at what AICTE says before making such statements, shall we?

    Specifically, why don't you read the last sentence of (iv), which says
    "Further, all institutions running technical education programmes in collaboration with any university requires prior approval of AICTE"

    Which is why Venkat Educational Academy is on the list and not Karnataka State Open University itself. If you read the whole of (iv) in the Advertisement, you will find that
    "university do not require prior approval of AICTE to commence a new department or course and programmes in technical education"

    To summarise,

    1. The Hon. Supreme Court has ruled in the famous Bharathidasan University versus AICTE case that it is not obligatory for a university, created under an Act of a competent legislature, to seek and secure prior approval of the All India Council for Technical Education (AICTE) to start a department for imparting a course or programme in technical education or a technical institution as an adjunct to the university itself to conduct technical courses of its choice and selection.

    sksheetal, I will agree with you that the M.Tech.(IT) programme of Karnataka State Open University, Mysore is not recognised by the AICTE. But that is because of two factors

    i. AICTE approval is not required for an Engineering programme run in the distance education mode leading to a Master's degree.

    ii. AICTE does not even have a policy of recognising such programmes.

    But please do not keep saying over and over again that the degree does not have any value or recognition, when the Government of India vide Gazette Notification No. 44 dated 1st March 1995 itself says that such qualifications are recognized for the purpose of employment to posts and services under the Central Government.

    LIST OF UNAPPROVED INSTITUTIONS RUNNING TECHNICAL PROGRAMMES WITHOUT AICTE APPROVAL showing institute name Venkat Educational Academy,A.P. but here M.Tech(it) cource is provided by Virtual Education Trust(VET), New Delhi.

    So this list does not proive any crystal cliarity on Mtech degree vaildation from KSOU with collabration of VET, Delhi.

    The Council in its 28th meeting held on 23rd March, 2007, had decided that jurisdiction for offering programmes through distance mode will be as per the Acts and Statutes of the concerned university. However, in the ninth Joint Committee meeting of UGC-AICTE & DEC held on 17.08.2009, regarding territorial jurisdiction for offering programmes through distance mode, it was decided that the latest UGC notifications will prevail over all previous notifications and circulars of the DEC.
    On the requests received from various institutions offering programmes through distance mode requesting DEC to reconsider its decision on territorial jurisdiction the matter was referred to the Council for its consideration. In its 35th meeting the Council noted that distance education and online education cannot have the Territorial Jurisdiction. Further, it was decided that in case of Central Universities and the State Universities, the Territorial Jurisdiction will be as per their Acts and Statutes for offering programmes through distance mode. The Territorial Jurisdiction in case of Deemed Universities will be as per UGC, which mandates the prior approval of the UGC for opening Centres / off Campus Centres outside the Headquarters. The Territorial Jurisdiction in case of Private Institutions (other than Universities) will be as decided by the Joint Committee.

As per the supreme court judgement, deemed universities/ open universities do not require AICTE recognition to run any technical courses.Even aicte cites this fact on its website. the famous AMITY University B.TECH and M.TEch are also not AICTE recognised, but they are well accepted in the INDUSTRY.

  59. All this hoopla over a non issue:

    1. M.Tech-IT Degree in question here is offered through Distance Mode and is offered directly by KSOU (AICTE does not approve Distance Courses and Does not approve Universities), hence AICTE does not have any role here (please refer to the AICTE website itself stating this in clear terms.)
    2. Distance Education Courses require two kind of approvals: UGC (to the offering university) and DEC. Both these approvals are there with the course.
    3. VET is merely the "conducting" partner for the course. It does not own the course. The Course belongs to KSOU.
    4. A public Notice on DEC website (please check) clearly states that any Distance Education course approved by DEC is valid for Central Govt Jobs.

If it has not been valid,AICTE must have had given direct notice in newspaper or on its website. UGC could also have given such type of notice in its site but no notice is there.

  67. AICTE does not approve B.Tech. and M.Tech. programmes by distance mode. In case such programmes ard offered by Open universities through study centres or franchise, the study centres or franchise need prior approval of AICTE. No such approval has been given by AICTE so far.

  68. Dear Jijo, AICTE has not issued any approval to any Study/ Learning Center running distance education course as it does not have the authority to do so. AICTE can approve ONLY istitutions running regular courses. A distance education/ correspondence course has to be approved by DEC instead of AICTE (just as DEC does not approve any regular course). All courses offered by any UGC & DEC recognised university are valid for any Central Govt. Job, as stated in the public notice available on www.dec.ac.in

  70. Here many people with very little knowledge are writing wrong information and misleading others.

    First of all for any State or Central or Deemed University AICTE appoval is not at all requied to stat any Technical course full time or part time or Correspondence.
    This was a supeme court judgement in favour of bharathidasan university years back. There are many universities which are providing M.Tech degree with out AICTE appoval. If the Degree is from a UGC rechonized univesity it is valid for govt and private sector and to do higher studies like Phd.
    Examples of Univesity where M.Tech Degrees are provided without any like with AICTE are Hyderabad Central University, JNU delhi, Utkal Univesity, Orissa, bharathidasan university..
    Only for affiliated colleges under any university AICTE approval is required.

    In case of colleges or univesity final degrees will be given by a university only.

    For govt post they always ask a degree from a rechonized university.

    After all AICTE is going to be scraped in near featue by MHRD and universities will monitor their programs and provide degree.

    Of course for Distance education courses it needs DEC approval.DEC is a independent body under MHRD.
    MCA is also a technical course and given by Correspondence and distance education cell of many university like madras, pudhuchery, andhra, sikim manipal. Are these MCA Correspondence degrees has aicte approval????

  81. How a state Govt University programme can be useless?Please note that all programme run by KSOU and other Govt Universities are very much valid for Govt employment. This MTech in IT by KSOU is acceptable in all colleges where UGC rules follows or in University and one can go for PhD in University campus if the applicant fulfils all other criteria.Yes it may create problem in colleges where AICTE rules follows but again depends on management decision (as told by KSOU) KSOU confirmed that statement to me over phone. I have checked and found that there are several Universities in India which accepts KSOU MTech for their PhD programme.

  88. KSOU is recognised by DEC. DEC approval will suffice for distance mode programs as per the AICTE Policy which can be viewed at --> http://www.aicte-india.org/distancedupolicy.htm . AICTE recognition is required for MBA & MCA only through Distance Education.

    Further, in the list of Open Universities in India, KSOU is listed in AICTE web site-->http://www.aicte-india.org/statisticuniversities.htm .     Do you have a proof of your claim ? I doubt. If so pleasepost it. This could be the enough reason to move in a court. KSOU advises to move to RTI because a State or a Central University dont require any AICTE approval, thats why IGNOU conducts programme BTech or MTech or PhD by following UGC. Ksou have their own act passed by Governor.IIIT Pune conduct MTech of IGNOU. Will you say a IIIT degree is invalid?

    So Guys no problem...just go ahead nothing wrong with KSOU MTech.

  92. M.Tech(IT) offered by KSOU is valid in all terms. AICTE approval is not required for Open Universities. There is one National Open University (IGNOU) and 19 State Open Universities which are established by an act of Parlianment (or) State legislature. So go ahead folks. Don't go back with unneccessary discussions.

For a permanent position in college one have to face the panel interview. But kurukshetra university panel told the person that "U wasted ur money and time by doing this course".   99. A contact would have been made with KSOU and or VET regarding this issue. They are in a best position to clarify this denial.

    He would have join in a PhD and after completing that he can have post of Associate Professor. I feel doing another Mtech is nothing but waste of time too.

    The basic salary of a PhD holder is much higher than that of an MTech.

    Anyway it is upto your friend, if he is in industry then an MBA could be a better option.

    The above 259 Universities are competent to award degrees as specified by
    UGC under Section 22 of the UGC Act, 1956 with the approval of the statutory councils,
    wherever required at their main campus. Wherever the approval of the statutory council
    is not a pre-requisite to start a programme, the Universities are required to maintain the
    minimum standards regarding academic and physical infrastructure as laid down by the
    concerned statutory council.

    Course(s) under distance mode can be started by the State University only after
    the prior approval of the UGC-AICTE and DEC joint Committee for which Director,
    Distance Education Council, IGNOU, Maidan Garhi, New Delhi – 110068 is the
    Coordinator.

    So KSOU is state univeristy running Mtech regular course so aicte approvalk is not required.

    If it is running Mtech in distance mode then
    UGC-AICTE and DEC joint Committee approval is required

Anyone who is having M.Tech.(IT) DEGREE as a distance education mode is fully eligible for a job as a Assistant Professor in a Government as well as a Private Engineering College in India. As per the constitution of India and various govt. notifications in Gazzette of India, No discrimnation can be done to distance education which is very valuable to those who can not afford costly regular education.
    India is a developing country which has very less number(around 467)universities which can not cater to the educational needs of poor and needy people so distance education is a boon for those who want to study while working on regular jobs. Distance education has a great benefit for women,rural and handicapped people also.

  102. Karnataka state open university is a GOVERNMENT STATE university and ANY DEGREE AWARDED BY KSOU UNIVERSITY, KARNATAKA IS FULLY VALID FOR JOBS IN GOVERNMENT SECTOR AND PRIVATE SECTOR. Karnataka state open university is far better than those private universities in India who are looting excessive money from students. This course is not yet approved by AICTE but IGNOU-VIEP or others conducting engg degree course that they believe MHRD notice to stop BE/Btech by correspondence is not applicable to them. A lot of things are not clear but in a minimum I can say that this is recognised at least in Karnataka.

    M not limited to only one panel, 3 different panels reject the guys from ksou M.tech. The rejected guys after completing there degree from ksou are now planning to do M.Tech again from kurukshetra university. It means they all wasted there two important years in ksou M.Tech.

    I can only share my views. I am also M.Tech (CSE) from kurukshetra university thats why i am sharing my views what exactly the reputation of KSOU M.Tech.

  139. This is not the proper reason behind KSOU M.Tech, KSOU or any other university is fully authorized to impart any degree despite it is running in the campus or not as the case of KSOU. Now think of IGNOU, IGNOU does not has its own campus and hence not running any degree / diploma / certificate course directly under its supervision. It is giving distance education by tying up with other colleges / pvt. computer centres etc.

    Also, DEC and AICTE are two independent bodies with different work areas. While DEC has control over Distance Education only, AICTE has control over the in-campus courses.

    And, every university (if it is owned by State / Centre) has its own rules and regulations, so simply take all this things as rumors. For any genuine clarification, contact directly with the KSOU administration. And all Universities, DEC AICTE etc. are under UGC.

I fear Karnataka State Open University, Mysore is being unfairly targeted by DEC/IGNOU because IGNOU is finding its numero uno position among Open and Distance Learning providers being challenged by KSOU.   165. Problem is here. If you call KSOU they say everything is valid and it is a state govt university so the paper in any form cannot be fake. They have their own act approved by govt. Some students with MTech and enrolled in PhD in other Universities.So how they can say it? I think only court can settele this dispute. Andra University ,YCMOU etc conducts B.Tech in distance and it is recognised atleast within the state. Even Mumbai IIT accepts YCMOU degree... So there are lot of open questions.
    IGNOU conducts programme with other Institutes, so Ksou wrote an explanation to DEC , so it is not wise to say that it is fake.

It is always better to do a degree from a reputed University or Institute for fresher with all possible recognisation, so it is ok for those students but is difficult for employed people and who are away from University. The question was the eligibility of this degree and we have been making comment on that thus to share some knowledge. I understand after studying different documents that the accreditation process is not clear to students hence a clear policy and guidelines has to be established and the process should be more clear to all. Even MHRD website says...It is up to the concerned academic institution/university to recognize the qualification including certificate diploma, degree, etc. for the purpose of academic pursuit, i.e. continuing education for acquiring another academic qualification,....(www.http://mhrd.gov.in/). You also must be aware of that a lot of University institution are accepting KSOU MTech for their PhD programme, so how we can say that it is not recognised? So there is some unsolved questions.

  168. KSOU is running BTech/MTech programmes through study centers and partners in face-to-face mode of education which is valid. AICTE is against distance mode of education for technical programmes(BTech/MTech). And thats what KSOU is fighting against DEC. Hope the issue will soon resolve. With the virtue of KSOU Act of 1992, Karnataka State Open University is empowered to establish, maintain or recognize Colleges, Regional Centres and Study Centres at such places in Karnataka and may also open outside Karnataka at such places as it deems fit.

    Karnataka State Open University is a regular member of the Association of Indian Universities (AIU), New Delhi since 1999 (No. EV/11(80)/99/203935-4172). The programmes conducted by the University through Face-to-Face mode education are identical in content to the courses offered through the normal mode. Consequently, As per Government of India Gazette Notification No. 44, F.No. 18-15/93.V/TS-IV dated 01.03.1995, the degrees awarded by the University through distance education stand automatically recognized by the purposes, including employment to posts and services under the Central Government.

You can check your eligibility for a PhD from Pvt Universities in Megalaya,UP, Rajasthan etc.I think they will say YES if you are disqualified in other reasons. Once done you can join with a higher pay and status in Universities even no need to think of Pvt Engineering colleges even.

    All this happens as the regulators choose to look the other way. Read on!

    When Karnataka health minister SA Ramdas raided the offices of YGen Management Consulting Private Ltd, on a series of complaints against it and its partner Karnataka Open University (KSOU), little did he have an idea that he was opening a Pandora’s box, which would affect lakhs of students. His own quest led to another university, Gulbarga, which hastily ‘suspended’ its tie-up with YGen Management Consulting. Gulbarga’s registrar Hiremath clarified, “There was some problem with the outreach centres and the university was having second thoughts about running the programmes.”(Deccan Herald, May 8, 2012). The newspaper further quotes him, “Only provisional admission was made by the agencies and the university neither admitted any student nor collected any fee from them”. Hiremath was obviously referring to more than 2000 students enrolled by YGen through its ‘outreach centres’ to be offered Gulbarga University degree. As we go to press, the fate of these 2000 students hangs in the balance.

    But the malice is widespread. Such arrangements get a facade of credibility from state universities like KSOU, Gulbarga Univeristy, Manonmaniam Sundaranar University, Bharathiar University and several others, offering their degrees. They confer ‘validity’ to unrecognized, unapproved private/public, for-profit institutions, that violate norms on every count with impunity. Worst of all, the entire method of functioning maybe illegal and degrees thus offered to students may not be legitimate.

    Karnataka State Open University (KSOU) Vice-Chancellor K.S. Rangappa has said the university is functioning well within the powers assigned to it under the KSOU Act.

    Rubbishing allegations made by Medical Education Minister S.A. Ramdas that the KSOU had signed memorandums of understanding (MoUs) with dubious institutions to impart higher education, Prof. Rangappa said here on Tuesday that all transactions of the university were done in a transparent manner.

    “The KSOU is prepared to face inquiry by the CID or even the CBI,” he said at a press conference here.

    (The State government on May 11 ordered a probe by the Criminal Investigation Department (CID) against the KSOU in the backdrop of allegations of conducting technical and paramedical courses illegally.)

    Mr. Ramdas has alleged that the KSOU did not obtain the permission of the Medical Council of India (MCI) to start paramedical courses in association with a certain institution here.

    Prof. Rangappa said the collaborative institution had to obtain permission from the MCI, and not the KSOU. He said he was unaware as to why he was being “targeted” by Mr. Ramdas.

    “Arbitrary and misleading” statements from persons holding responsible positions in the government could only tarnish the image of the KSOU and jeopardise the academic future of the over 3 lakh students enrolled with the university, he said.

    The KSOU had entered into collaboration with over 100 institutions to impart distance education after the Governor, the Chancellor of the university, approved the statues.

    The MoUs were signed with the institutions later. The KSOU was empowered to enter into contracts as well as recognise any institution of higher learning or studies for such purposes, the Vice-Chancellor said.

    Prof. Rangappa said an expert committee would inspect the institutes to ascertain their credibility in terms of imparting higher education. Based on the committee report, the Academic Council of the KSOU would accord recognition for such institutions for collaboration, he said. The Governor had sought all details from the KSOU in the matter and he would submit them soon, Prof. Rangappa said.

    The charge that more than 1 lakh paramedical students were “cheated” by the KSOU since the collaborative institutions did not exist was also not true as there were not more than 40 students enrolled in such courses, he said.

    However, the Distance Education Council (DEC) had asked the KSOU to stop the B.Tech. course, but the university had moved the court, Prof. Rangappa said.

    If the collaborative institutions failed to function, complaints could be registered with the KSOU. Contracts with such institutions could be terminated in the interest of the students, he added.

    Registrar of the university B.S. Vishwanath and deans T.D. Deve Gowda and S.N. Vikaram Raj Urs were among those present.

    The Centre is working on a plan to launch engineering courses through open and distance learning system in order to help aspirants who cannot pursue technical education on a full-time basis.

    A committee has been set up by the All India Council for Technical education (AICTE) to set the required standards for implementing the programme. The move has been initiated following recommendations by a committee headed by noted academic N R Madhava Menon, sources in the Human Resource Development Ministry told Deccan Herald.

    The Menon committee in its report has suggested bringing an “effective” regulatory system in place before allowing technical education through open and distance learning mode extensively in all types of institutions.

    Now, open and distance learning system is promoted and coordinated by the Distance Education Council (DEC), which was constituted under Indira Gandhi National Open University Act (IGNOU).

    “To start programmes in technical education through open and distance learning mode, some amendments have to be done in the statutes to make DEC a legal entity for offering such courses,” sources said.

    The Menon committee has also suggested that before allowing technical and professional programmes through the open and distance learning system, the DEC, in conformity with the AICTE norms and standards, will have to develop programme-specific benchmarks, for theory, tutorial, counselling, practical, infrastructure and manpower requirement.

    “Once such a system is in position, the DEC should start the open and distance learning system to technical and professional programmes gradually to the extent it can monitor and supervise effectively, either through inspections or technological interventions, to ensure that the learner acquires necessary skill before the completion of the programme,” the panel suggested.

    The AICTE, as a policy, does not recognise technical education through open and distance mode, except MBA and MCA. As a result, the AICTE has not developed benchmarks for offering other technical and management programmes through distance mode. The committee noted that the AICTE policy to allow only MBA and MCA programmes through open and distance learning mode was not in consonance with the National Policy on Education (NPE), 1986.

    The NPE provides “although the two streams of technical and management education are functioning separately, it is essential to look at them together, in view of their close relationship and complementary concerns.”

    The re-organisation of technical and management education should take into account the anticipated scenario by the turn of the century, with specific reference to the likely changes in the economy, social environment, production and management processes, the rapid expansion of knowledge and the great advances in science and technology, the NPE said.

    “Globalisation and the advent of communication and information technologies have opened up many new possibilities for training and re-training of personnel working in industry. Many of the multi-national companies want up-gradation of knowledge and skills of staff. Distance mode has the potential to impart work integrated learning without disturbing work,” the Menon committee noted.

    NEW DELHI: The human resource development (HRD) ministry has tasked the All India Council of Technical Education (AICTE) to create a regulatory framework for technical education offered through the distance mode. AICTE is expected to firm up the guidelines by March 2013.

    At present, private technical universities run distance programmes without approval. "The AICTE will prepare norms for distance education by March 2013," HRD minister MM Pallam Raju said.

    AICTE chairman S S Mantha added, "We are creating processes and based on that we would be coming up with the regulatory framework for the benefit of students."

    Under the new set of guidelines, the first year degree or diploma will have to be pursued through formal learning and the rest through the distance mode. The laboratory classes have to be taken face-to-face, Mantha said.

    The move would stop institutes from duping students with false claims about their programmes and institutes, he said. The new accreditation body will also accredit the distance education.

    Meanwhile, in a related development, the ministry has decided to once again empower UGC to regulate distance education system and determine its standards.
    The Distance Education Council under IGNOU can no more regulate others and its "powers will be put back to its original regulator which is UGC", Ashok Thakur, higher education secretary, said.

    The move has received the nod of DEC and IGNOU, he said, adding the IGNOU Act will be amended accordingly.

    The development comes in wake of several petitions filed in courts
    challenging the IGNOU Act on the grounds that how can IGNOU award affiliation to other institutes when it itself was one of them.

    CHENNAI: On Thursday last, the Supreme Court ruled that universities didn't come under the head of technical institutes and were hence excluded from the purview of the All India Council of Technical Education (AICTE) Act.

    Now, a finer reading of the court order reveals that even engineering colleges affiliated to a university do not need AICTE approval. AICTE chairman SS Mantha told TOI on Monday that the council would file a revision petition against the order.

    "The Institution means an institution not being university, the applicability of bringing the university as defined under clause 2 (f) of UGC Act includes the institution deemed to be a university under Section 3 of the said Act and therefore the affiliated colleges are excluded from the purview of technical institution definition of the AICTE Act," read a part of paragraph 39 of the 67-page order.
    The Supreme Court gave the order while hearing a case that came up in the Madras high court in 2004 seeking clarification if MBA and MCA were technical courses and whether colleges offering these courses should be governed by AICTE. The court ruled that they need not seek approval from AICTE; it also said that affiliated colleges were excluded from the purview of technical institutions' definition under the AICTE Act.

    Some academics see this as a 'time bomb'. "This virtually opens the floodgates for affiliated colleges to start engineering courses without AICTE approval. This will lead to academic chaos especially when the status of engineering education in India under AICTE's control is already deplorable," S Vaidhyasubramaniam, dean of planning and development of Sastra University, Thanjavur. "This order needs to be remedied through a review in the interest of engineering education. It is also unfortunate that a statutory body like AICTE violated its own rule-aking process by not placing the new regulations before Parliament when Section 24 of the AICTE Act mandates it to do so," he added.

    AICTE chairman Mantha said the concerns raised were right and the body was planning to file a review petition at the apex court. "AICTE was set up as regulatory body, and the order contradicts this," he said. "There will be uneven growth that will affect society if colleges were to be setup without any regulations," he added.

    Former officials said the quality of engineering colleges inthe country was bad and lack of regulations could worsen it. "Some 40% of engineering colleges across the country can be closed because their quality is so bad," said E Balagurusamy, former vice-chancellor of Anna University and former member of the state planning commission (education).

    All circulars/notifications from DEC or AICTE regarding technical courses by KSOU are of 2011 and before.

    KSOU is listed in AICTE website as a open university of national importance.
